In Colombia the beach itself cannot be sold by anyone. Under Article 166 of Decreto-Ley 2324 de 1984 the playas, the terrenos de bajamar and the maritime waters are bienes de uso público: non-transferable to private parties under any title, with only concessions available, and a concession grants no ownership of the soil. What is titled here is the land behind that public zone. Ask your lawyer to show you on the certificado de tradición and the survey exactly where the private boundary runs before you commit. We would rather you checked. Separately: La Boquilla has an Afro-Colombian community council, and a collective land title granted to it in 2012 under Ley 70 de 1993 was subsequently annulled on the ground that Ley 70 does not permit collective titling in urban areas. That decision has been challenged and the question is still live. Titled private lots exist here, and this is precisely the thing to put in front of your own lawyer rather than take our word for.
